Billie Dawn Martin-Lowry Of Powhatan, went home to be with the lord Thursday, April 16, 2026. She was born April 9th, 1959 in Beckley West Virginia to Donald Carter and Loretta Elliott Carter. She was raised in Oxon Hill Maryland where she graduated High school in 1976 and was a member of the Oxon Hill United Methodist Church. She work for NASA early in life and moved to Richmond Va. and began work with VCU school of medicine and than transitioned to the school of engineering as the Director of Sponsored Programs in the Deans Office, from which she retired in 2014.
she wed Jay Waring Lowry in September 21, 1996 and were married for almost 30 years. She is survived by her husband Jay Lowry; her brother Steve Carter (Penny) of Raleigh, NC; Nieces and Nephews Ray Oldland (Julie) Raleigh, Rachel Myers (Joe) of Maryland; Grand grandnieces and nephews Andy Oldland, Ryan Myers and Abby Myers. She was a member of the Powhatan Quilt Guild and the Powhatan Garden Club as well as the Powhatan Womens Club. she was an avid quilter and when she didn't have any thread, she loved going kayaking with Jay and traveling the country.
A visitation will be held at Bennett & Barden Funeral Home at 3215 Anderson on Saturday, April 25th, at 2:00 pm with a funeral service to follow at 3:00 pm. Online condolences may be made at Bennettbardenfh.com. The family suggested that contributions be made to St. Judes Childrens Reaserch Hospital ( https://www.stjude.org/donate ) in Lieu of flowers.
