Brenda Jean Mills Salvador, beloved daughter, sister, mother, grandmother, and great-grandmother, passed peacefully on June 14, 2026, surrounded by her loving family after a life lived with purpose, passion, and grace.
Born on August 26, 1948, Brenda was the only daughter among six children born to William F. ("Hank") and Dorothy Mills — a distinction her brother Reverend Mike Somers remembers with warmth: "She was the only girl in six children, which was not always easy for her!" That spirit of resilience would define her throughout her life.
In her younger years, Brenda worked as a beautician — bringing care and confidence to those she served — before embarking on a distinguished career with the United States Environmental Protection Agency. She pursued that work with passion across multiple administrations, earning numerous awards and the lasting respect of colleagues and lifelong friends.
Brenda had simple joys that made life rich: feeding the squirrels, a quiet game of solitaire, and the music of Willie Nelson and Elvis Presley, which she and her beloved husband Philip shared throughout their years together.
She is survived by her grandchildren, Jessica Rosson; and her husband D.J., William Flack; and his partner Taylor Perry; and Keith Dunford II; her great-grandchildren, Joseph Rosson, Josie Flack, and Parker Flack; her daughter, Melodie Mills and her partner Luis Morales; her brother, Reverend Mike Somers; her former son-in-law, Keith Dunford Sr.; and many beloved nieces and nephews across Massachusetts, Northern Virginia, West Virginia, Hampton Roads, and Southern Virginia, as well as cousins in the Northern Virginia area.
She was preceded in death by her parents, William F. ("Hank") and Dorothy Mills; her grandmother, Susie; her beloved husband, Private First Class Philip Salvador, United States Marine Corps (1939–2003) — whom she now rejoins after more than two decades apart; and her brothers William, Robert, Ronald, and Donald.
A private celebration of life will be held among immediate family. In lieu of flowers, the family asks that you honor Brenda's memory by spending time in nature — the environment she spent her career protecting. Brenda will be interred at Quantico National Cemetery, where her beloved husband Phil and many of her military family members already laid to rest there await her.
