Virginia W. Kincer, 91, of Powhatan, passed away January 14, 2017. She is survived by three daughters, Mary Jo Odell of Richmond, Stella K. Franklin of Powhatan, Betty Ann Nixon of Powhatan; one grandchild, two great grandchildren and one great great grandchild.
